Some Facts About the
Springwood Revitalisation Process

There has been considerable controversy in Springwood over proposals for the development of a large-scale supermarket/shopping complex in the town. Many residents are alarmed about such a development and approximately 3500 people have signed a petition expressing their concern. However, other people have said that there is nothing to worry about because no firm proposals are on the table. The following facts indicate that there is indeed much to worry about.

Fact: "Councillors have expressed the view that positive action to allow appropriate private sector development of Council owned sites with significant new "anchor" retailing will enhance the attraction of the Springwood Town Centre." (Council Report 30 January 2007)

Fact: "Council is seeking EOI from interested parties (Proponents) for the outright sale, lease, stratum subdivision, or some other form of agreement between the Council and the Proponent". (Call for expressions of interest)

Fact: "That the Council ... is encouraged by the scope and potential of the Expressions of Interest received." (Council Resolution 11 March 2008)

Fact: A council decision has been made:- "That Coles Group, Woolworths Limited and Jamieson Property Group Pty Ltd proceed to stage two, and be invited to submit detailed proposals for further evaluation at a time yet to be determined" (Council Resolution 11 March 2008)

Fact: All three stage one tender proposals include a supermarket"
"resulting in an integrated and cohesive development outcome for Springwood" (Coles EOI summary)
"a full line supermarket" (Jamieson EOI summary)
"Full line 3,200 sqm [square meter] supermarket" (Woolworths EOI summary)

Fact: "It is understood that no additional parties can be invited to submit proposals while this tender process continues." (Email from council officer 29 August 2008)
